This PR removes the UTF-8 BOM from all files because it causes issues like

The term 'function' is not recognized as the name of a cmdlet

when downloading the file with webclients downloadstring.

BOM is also not recommended:

Also some " where pasted as some UTF-8 variants which were also changed in this PR
